Planning Policy - Future
Brentwood Local Development Plan
Over the next two years the Council will be preparing a new Local Plan for the Borough which, once adopted, will supersede saved policies in the current Replacement Local Plan (2005).
At the Policy, Performance & Resources Board on 8 December 2010, the Council decided to align the Core Strategy with Site Specific Allocations and rename as the "Brentwood Local Development Plan". This plan will set out strategic priorities for the Borough, including policies to deliver:
- Housing and economic development requirements
- Provision of retail, leisure and other commercial development
- Provision of infrastructure for transport, energy, telecoms, water supply and water quality
- Provision of health, security, community infrastructure and other local facilities
- Climate change mitigation and adaptation, protection and enhancement of the natural and historic environment, including landscape.
Information on work and consultation carried out to date can be found below.
Local Development Scheme
The Local Development Scheme (LDS) sets out the Council's timetable for preparing its Local Development Plan and other planning policy documents. The current LDS was adopted at Policy, Performance and Resources Board on 13 December 2012 and can be viewed below:

Previous Work and Consultation
Under the previous Government, the Planning and Compulsory Purchase Act 2004 introduced a system of Local Development Frameworks (LDF). The LDF comprised separate Development Plan Documents (DPD) and Supplementary Planning Documents (SPD).
Work undertaken as part of the LDF process included a Statement of Community Involvement, Annual Monitoring Reports and technical studies. Three SPDs were adopted and work on the following two DPDs commenced:
(i) Core Strategy, setting out the Council's strategic policies and generic development control policies for guiding future development in the Borough over the period to 2031; and
(ii) Gypsies and Travellers DPD, assessing accommodation needs of Gypsies and Travellers in the Borough and the means by which to provide for these needs.
The new Local Development Plan will bring together the core strategy, site allocations and development management policies into one single plan.
